SDM WPS Technology Services Company’ rates and charges for Service(s) are exclusive of the following charges and surcharges. Also, the following will not count toward the attainment of any volume or revenue commitment and are not subject to discount.
Below is a listing of all SDM WPS Technology Services Company fees and surcharges. Please note that not all surcharges and fees apply to all customers.
Access Recovery Charge — The FCC permits local telephone companies to assess this charge to recover a portion of the costs incurred in the provision and maintenance of telephone service to connect customer’s homes and businesses to the telephone network. If applicable, all taxes, regulations, and fees are managed and accessed on behalf of SDM WPS Technology Services Company, through our third party SIP Trunk partner, SIPTRUNK, INC.
Administrative Service Fee — The Administrative Service Fee (ASF) recovers costs associated with tariff and price guide filings, collections, record maintenance, various state business licenses, various regulatory fees where applicable, general account servicing, and the administrative costs the Company incurs for local, state and federal governmental data gathering, record maintenance, and required reporting. If applicable, all taxes, regulations, and fees are managed and accessed on behalf of SDM WPS Technology Services Company, through our third party SIP Trunk partner, SIPTRUNK, INC.
Carrier Infrastructure Fee Charge — Carrier Infrastructure Surcharge is a 1.75% assessment on all services. The assessment is for the administration of services by personnel and systems throughout our network including: network security, infrastructure management, and tax, regulatory and tariff administration. If applicable, all taxes, regulations, and fees are managed and accessed on behalf of SDM WPS Technology Services Company, through our third party SIP Trunk partner, SIPTRUNK, INC.
Cost Recovery Fee — The Cost Recovery Fee is to recover indirect taxes, surcharges and fees such as annual City/County/Parish/State registration fees, property taxes, franchise taxes, right of way taxes, public utility surcharges and state regulation costs. If applicable, all taxes, regulations, and fees are managed and accessed on behalf of SDM WPS Technology Services Company, through our third party SIP Trunk partner, SIPTRUNK, INC.
Deregulated Administration Fee — The Deregulated Administration Fee recovers costs associated with administration and provision of many products and services such as maintenance and entertainment services. This fee is not a tax or fee required by the government. If applicable, all taxes, regulations, and fees are managed and accessed on behalf of SDM WPS Technology Services Company, through our third party SIP Trunk partner, SIPTRUNK, INC.
Emergency Services Fee — Assessed to help recover costs of operating SDM WPS Technology Services Company’s emergency systems and equipment that support the availability of emergency services to customers. Applies per line, subject to a per customer cap. If applicable, all taxes, regulations, and fees are managed and accessed on behalf of SDM WPS Technology Services Company, through our third party SIP Trunk partner, SIPTRUNK, INC.
Federal Subscriber Line Charge Fee — Helps SDM WPS Technology Services Company recoup the costs associated with building, maintaining and connecting telephone lines to your business. Applies monthly per telephone line or trunk. If applicable, all taxes, regulations, and fees are managed and accessed on behalf of SDM WPS Technology Services Company, through our third party SIP Trunk partner, SIPTRUNK, INC.
Federal Universal Service Fund Fee — Designed to recover SDM WPS Technology Services Company’s contribution to federal universal service fund programs, and is determined based upon SDM WPS Technology Services Company’s own contribution to these programs. The Federal Communications Commission establishes a quarterly contribution factor, and SDM WPS Technology Services Company recovers its contribution from its customers. Used to subsidize telephone service for rural health care providers, low-income residences, schools and libraries at the state level. Applies based on local and intrastate telephone usage and/or lines.
1.1 Federal Universal Service Fund Surcharge (“FUSF”) is a monthly surcharge which allows SDM WPS Technology Services Company to recover from its customers the funds it pays to the Federal Communications Commission (FCC) on interstate services to support the FCC’s universal service programs. The FCC regulates this surcharge, reviewing and adjusting the fee quarterly based on the FCC’s quarterly contribution factor. The FCC uses the fund to keep local telephone rates affordable for all customers, support telecommunications services in schools, public libraries and rural health care facilities and subsidize local service to high-cost areas and low-income customers. If applicable, all taxes, regulations, and fees are managed and accessed on behalf of SDM WPS Technology Services Company, through our third party SIP Trunk partner, SIPTRUNK, INC.
The surcharge is equal to Customer’s total net FUSF applicable charges which consist of all charges for interstate (including international) telecommunications services multiplied by the FUSF percentage. The FUSF percentage will be equal to the quarterly Universal Service Fund contribution factor established by the FCC, subject to rounding, in effect as of the bill date. 1.1.a FUSF Exemption. The surcharge will be waived to the extent that Customer demonstrates to SDM WPS Technology Services Company’ reasonable satisfaction that Customer (a) has filed a Universal Service Worksheet with the Universal Service Administrator covering the twelve-month period prior to the month for which Customer seeks the exemption (e.g. to be eligible for an exemption in February 2013, Customer must have filed a Universal Service Worksheet with the Universal Service Administrator covering February 2012) or (b) was not required to file a Universal Service Worksheet covering such period, either because Customer was not then providing telecommunications services or because Customer was then subject to the FCC’s de minimis exception to the FCC’s filing requirement. Notwithstanding the foregoing, the surcharge will not be waived with respect to: (x) charges for services purchased by Customer for its own use as an end user; or (y) charges for which the bill date is on, prior to, or within thirty days after, the date on which Customer applies for an exemption with respect to those charges.
Franchise/Right-of-Way Fee — Governmental entities may charge SDM WPS Technology Services Company to use the public rights-of-way to provide service to our customers. This fee collects SDM WPS Technology Services Company’s costs associated with those charges. This fee is not a tax or charge required by the government. If applicable, all taxes, regulations, and fees are managed and accessed on behalf of SDM WPS Technology Services Company, through our third party SIP Trunk partner, SIPTRUNK, INC.
Interstate Service Fee — Allows SDM WPS Technology Services Company to recover costs, such as those associated with provisioning and maintaining customer accounts on the Company’s network and interstate and international connection charges. Applies per account. If applicable, all taxes, regulations, and fees are managed and accessed on behalf of SDM WPS Technology Services Company, through our third party SIP Trunk partner, SIPTRUNK, INC.
Late Payment Charge and Late Payment Collection Fee — This charge and this Fee recover the costs associated with the administration and collection of unpaid balances and are not government-mandated. The Late Payment Collection Fee may not apply to all customers. If applicable, all taxes, regulations, and fees are managed and accessed on behalf of SDM WPS Technology Services Company, through our third party SIP Trunk partner, SIPTRUNK, INC.
Local Number Portability Fee — Designed to help SDM WPS Technology Services Company defray the costs of providing number portability. Number portability enables customers to retain their existing telephone numbers when they switch to another service provider. Applies monthly to local telephone lines/trunks. If applicable, all taxes, regulations, and fees are managed and accessed on behalf of SDM WPS Technology Services Company, through our third party SIP Trunk partner, SIPTRUNK, INC.
Network Cost Recovery Fee — Assists SDM WPS Technology Services Company in recovering costs associated with routing telephone calls to their destinations. Applies monthly per line/trunk as specified in SDM WPS Technology Services Company’s Tariffs and/or Terms and Conditions. If applicable, all taxes, regulations, and fees are managed and accessed on behalf of SDM WPS Technology Services Company, through our third party SIP Trunk partner, SIPTRUNK, INC.
Paperbill fee — This charge applies to business accounts in certain states who chose to continue to receive a full paper bill. Fee is designed to recover the cost of producing a paper bill. In lieu of a paper invoice customers, may elect to receive a summary invoice at no charge. If applicable, all taxes, regulations, and fees are managed and accessed on behalf of SDM WPS Technology Services Company, through our third party SIP Trunk partner, SIPTRUNK, INC.
Payphone Fee — Assessed each time a SDM WPS Technology Services Company customer uses a SDM WPS Technology Services Company calling card or 1-8XX number at a payphone to help defray the per call compensation assessed to SDM WPS Technology Services Company by the payphone provider for completing such calls. If applicable, all taxes, regulations, and fees are managed and accessed on behalf of SDM WPS Technology Services Company, through our third party SIP Trunk partner, SIPTRUNK, INC.
Property Tax Recovery Charge — The Property Tax Recovery Charge (PTRC) is a 1.5% assessment applied to long distance and local usage. PTRC is assessed based on the customers tax plan. If applicable, all taxes, regulations, and fees are managed and accessed on behalf of SDM WPS Technology Services Company, through our third party SIP Trunk partner, SIPTRUNK, INC.
Regulatory Access Recovery Fee — Assessed to help off-set costs associated with maintaining equal access call origination and termination facilities domestically and internationally. Applies per line. If applicable, all taxes, regulations, and fees are managed and accessed on behalf of SDM WPS Technology Services Company, through our third party SIP Trunk partner, SIPTRUNK, INC.
Regulatory Assessment Surcharge — As an advanced network communications company, SDM WPS Technology Services Company must make various payments to local, state, and federal departments and agencies, including, but not limited to, administration fees, inspection and supervision fees, and general public utility commission assessments. Regulatory Assessment Surcharge (RAS) is designed to help SDM WPS Technology Services Company recover the cost of these payments. SDM WPS Technology Services Company assesses RAS on end‐user customers based on the individual customer’s respective interstate, Internet and international services invoiced. If applicable, all taxes, regulations, and fees are managed and accessed on behalf of SDM WPS Technology Services Company, through our third party SIP Trunk partner, SIPTRUNK, INC.
State (PA) Uniform 911 Surcharge — Assessed to recover the cost of providing 911 access to emergency services. Applies based on local and intrastate telephone usage and/or lines. If applicable, all taxes, regulations, and fees are managed and accessed on behalf of SDM WPS Technology Services Company, through our third party SIP Trunk partner, SIPTRUNK, INC.
State (PA) Gross Receipts Tax — Various gross receipts taxes are imposed upon private bankers; pipeline, conduit, steamboat, canal, slack water navigation and transportation companies; telephone, telegraph and mobile telecommunications companies; electric light, water power and hydroelectric companies; express companies; palace car and sleeping car companies; and freight and oil transportation companies. If applicable, all taxes, regulations, and fees are managed and accessed on behalf of SDM WPS Technology Services Company, through our third party SIP Trunk partner, SIPTRUNK, INC.
State Telecommunications Relay Service Fund Surcharge — Assessed by states to assist disabled persons with access to telephone services and equipment. Applies monthly to all local telephone lines/trunks. If applicable, all taxes, regulations, and fees are managed and accessed on behalf of SDM WPS Technology Services Company, through our third party SIP Trunk partner, SIPTRUNK, INC.
